Mister President,

In my letter of the month of November 2010, I recalled the arrest of Francisco Chavez Abarca.

This Salvadorian terrorist had been arrested in Caracas July 1st 2010 while attempting to enter into Venezuela with false identity papers. As he later admitted, his objective was to evaluate the possibility of creating, in connection with radical opposition members, unrest and acts of sabotage liable to destabilize Venezuela.

After having been arrested, he was extradited to Cuba on July 7th 2010 where he was judged last December for his participation in numerous terrorist attacks against tourist facilities in Havana in 1997.

Chavez Abarca admitted being guilty of these charges. This bomber confirmed having been recruited by the terrorist Luis Posada Carriles. Carriles, along with José Ramón Sanfeliú, had taught him how to make bombs, which enabled him in turn, under the orders of Posada Carriles, to recruit other mercenaries such as the Salvadorians Otto Rodriguez Llerena and Raul Ersnesto Cruz Leon for the same “dirty job”. One of these explosive devices, placed by Leon on September 4th 1997, at the Copacabana Hotel, killed Fabio Di Celmo, a young Italian tourist.

Chavez Abarca was also “invited” by Luis Posada Carriles to participate in a complot aiming at the assassination, in 2000, of President Fidel Castro in Panama.

I am not going to elaborate here on that court case, but I would however like to point out that Chavez Abarca testified against Francisco José Hernández Calvo, recounting his implication in these attacks. This individual, known under the alias of “Pépé Hernandez” still holds the post of director of the FNCA at Miami. This paramilitary organization was created under the presidency of Ronald Reagan to destabilize Cuba and to assassinate its president. The United States government, which you represent, Mister President, encourages this organization.

What Luis Chavez Abarca revealed came out just at the right time, just before the trial of Luis Posada Cariles that began in El Paso on January 10th 2011.

Will Luis Posada Carriles finally be judged for his crimes? Those denounced by Chavez Abarca and so many other ones, such as the terrorist attack against the Cubana Airlines plane that killed 73 people in 1976? It is to be feared that this killer will be prosecuted only for having lied concerning his illegal entry into the United States.

As he himself said to an Associated Press reporter, he knows so much about American intervention in Latin America that they don’t dare come down hard on him. Moreover, most of the evidence against him is classified “confidential” by request of the Prosecuting Attorney.

More, like Ricardo Alarcon de Quesada said: « …In her sworn testimony January 18, 2011, an officer from the Department of Homeland Security admitted that on behalf of the DHS, she asked U.S. Attorney Caroline Heck Miller to charge Posada for his criminal activities, and Ms. Heck Miller refused to do so. This took place in August, 2005.…At exactly the same time – August 2005 – the 11th Circuit Court of Appeals in Atlanta decided to reverse the convictions from the trial in Miami of the five anti-terrorist Cubans who’d been indicted by this same Ms. Heck Miller… »

But let’s not anticipate the future…

Mister President, the numerous and painful terrorist attacks against Cuba, instigated by your country, justified the Cuban government to send agents to Florida who were able to infiltrate the terrorist underworld so as to prevent these attacks.

This is the role that the five Cubans, Gerardo Hernández, Antonio Guerrero, Fernando González, Ramón Labañino, and René González, played. Their operations were primordial in thwarting terrorist attacks fomented by your country.

Nevertheless, these five courageous patriots are still, since more than twelve years now, imprisoned in your country.
It is high time, Mister President, for you to accord them “executive clemency”, for which you have the prerogative. You have the Nobel Peace Prize; you must now conjure the will that you represent.

While waiting for this gesture on your part, on the part of people all over the world, who are deeply shocked by this profound injustice, and are hoping it comes quickly, please receive, Mister President, my most sincere humanitarian sentiments.
